Yes.
Create a new tour. Upload the sole image for the tour.
In Tour Editor, click Settings. Click "Hide Ribbon" under Configuration Settings. This hides the ribbon of images typically scene at the bottom of your tour when viewing and navigating through multiple panoramas.
When shared, your tour URL will now render a single Panorama rather than a whole tour.
